Aim and Scope
The journal primarily aims at introducing results of research conducted by Russian and foreign scientists in the field of integrated safety to the international community.
The publication’s academic concept is to communicate Russian scientific achievements in the field of fire, industrial, labor and environmental safety on the global level.
The journal’s essential objectives are:
- integrate Russian schools of thought into the international scientific community (including indexing in foreign data bases);
- boost communication between Russian and foreign experts in the integrated safety field (to improve the journal’s availability, some articles are translated into English);
- integrate the capabilities of multidisciplinary approach to safety problems;
- inform readers of current research results;
- promote practical implementation of scientific achievements and developments.
The journal publishes original articles that contain results of scientific research and tests in the integrated safety field, descriptions of new fire-extinguishing substances and compounds, technologies, technical equipment and computer software products. The journal also publishes reviews, comments, reference materials and materials to be debated.
Among the authors are scientists and practical experts, lecturers of leading Russian universities, applicants for scientific degrees, young professionals from Russia, CIS countries and countries outside the former Soviet Union: Belarus, Kazakhstan, Uzbekistan, Vietnam, Germany, Serbia, USA, India, etc.
Target audience includes researchers, lecturers, post-graduate students, doctoral students, Master’s degree students, professionals and practical experts in the integrated safety field.

The contents of this journal will be available in an open access format 6 month(s) after an issue is published.
The materials of the site and the journal are published in the open access under the terms of the Creative Commons Attribution License 4.0 (CC-BY NC), with the right to read, quote, copy, process for non-commercial purposes with the obligatory preservation of links to the authors of the original work and the original publication in this journal.

Peer-Review
1. General provisions
1.1. All article manuscripts (further referred to as articles) submitted to the editorial staff of «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal, shall be subject to single-blind peer-review (the reviewer knows the authors of a manuscript, while the manuscript authors do not know who the reviewer is and receive a letter with reviewer remarks from the editorial staff) following a procedure set forth in this Regulation. Only materials corresponding to the subject of the journal and drawn up in strict compliance with the rules specified for authors by the editorial staff will be admitted to the peer-review process.
1.2. To provide for expert evaluation of articles, a concept of peer-review is established, that is performed by members of the editorial board and other leading professionals in the integrated safety field.
1.3. The aim of peer-review is to improve quality of scientific articles published in the journal by way of an objective and impartial assessment of materials by highly qualified experts on topics which the papers are focused on.
2. Article peer-review procedure
2.1. Within seven days a representative of the editorial staff informs the authors that the article has been received and, if it completely complies with the editors’ requirements, has been forwarded for peer-review.
2.2. The article is supervised by the journal’s editor-in-chief. If assessed positively, it is forwarded to a reviewer.
2.3. The reviewer is selected from among members of the editorial board or among leading professionals in the field of submitted paper, who are recognized experts on the subject of the materials being reviewed and who have published in the field of the analyzed article over the past 3 years.
2.4. Article peer-review methods:
2.4.1. peer-review by the editorial staff of the «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal;
2.4.2. confidential peer-review by a professional in the area of submitted article.
2.5. The peer-review time period is determined on a case-by-case basis by the executive editor, with the aim to publish the article within the shortest time possible.
2.6. A review shall address the following points:
2.6.1. if the article’s content corresponds to the journal’s area of expertise and to the topic declared in its title;
2.6.2. paper relevance (if it is in line with high-priority scientific areas and state-of-the-art achievements in the integrated safety field);
2.6.3. scientific novelty (originality of the way in which the formulated research objectives are completed);
2.6.4. if it is reasonable to publish the article taking into account the coverage of this problem in existing literature;
2.6.5. if the material is presented in a logical, consistent and concise way, if tables, diagrams, and figures provide clear visualization, and if formulas are correct;
2.6.6. assess if conclusions are exact and unambiguous, adequate in terms of main article provisions, and if the material is practically relevant;
2.6.7. quality of presentation (compliance with editorial requirements);
2.6.8. article strengths and shortcomings, as well as recommended corrections and amendments.
2.7. The reviewer shall make a conclusion on whether the article can be published: «recommended», «recommended after correction of shortcomings identified by the reviewer», or «not recommended».
2.8. Based on peer-review results, the editorial staff will decide on whether to publish or decline the article, and inform the authors accordingly.
2.9. An article that requires improvements based on the reviewer’s remarks shall be sent to the author. In addition, when making corrections, the author shall highlight them in some way, as well as provide dedicated answers to the reviewer’s questions and remarks.
2.10. Corrected article is to be forwarded for another review.
2.11. If the article is declined, the editors shall send a refusal letter with grounds for refusal.
2.12. An article that is not recommended for publishing by the reviewer shall not be accepted for repeated consideration. The text of a negative review shall be sent to the author by e-mail.
2.13 Review originals shall be kept by the editorial staff of «Pozharovzryvobezopasnost/Fire and Explosion Safety» science and technology journal for the time period of five years.

The citation index is a numerical indicator that characterizes the significance of this article and is calculated based on the number of subsequent publications citing this work.

- CAS – a division of the American Chemical Society, which publishes the abstract journal Chemical Abstracts (published since 1907), publishing abstracts of scientific literature on chemistry and related topics.
- EBSCO Discovery Service – an integrated search system that provides fast, simple and multifunctional access to the entire information array from a single search interface.

Publishing Ethics
«Pozharovzryvobezopasnost/Fire and Explosion Safety» scientific and technical journal, in its decision-making and potential conflicts reconciling, will be guided by generally accepted international rules which regulate ethical relations between all publishing process participants, i.e. authors, editors, reviewers, publisher and founder.
Provisions given in this section are based on recommendations of the Committee on Publication Ethics (COPE), and on the Declaration of Association of Science Editors and Publishers «Scientific Publications Ethical Principles».
1. Authors
A scientific publication is mainly focused on introducing results of the research carried out by the authors to the academic community. Each scientific article is essentially an analysis and summary of research and survey results in the selected field, hence authors should be aware of the responsibility that they bear to the global academic community for the content of their paper, and make sure that they are not in breach of any copyright whatsoever.
By submitting their research results for publication, authors shall:
- act in good faith when collecting and interpreting scientific data. By sending the manuscript to the editorial staff the authors guarantee that the article does not contain any information and facts known to be false, or incorrect references;
- guarantee that the manuscript is submitted for publication only to one journal. Submitting the same manuscript which is under consideration of the journal’s editorial staff to two or more journals is not allowed;
- avoid self-plagiarism. The authors must indicate that their paper is published for the first time. If elements of the manuscript were used earlier in another article, including in the «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal, the authors must refer to the previous paper, including conference materials, presentations from seminars, etc. In addition, they should specify in what way the new paper is essentially different from the previous one, and determine its connection to the research results and conclusions presented in the earlier publication. Word-for-word copying and rephrasing your own papers is not acceptable; those can be only used as a basis for new conclusions;
- specify the source of provided data and duplicate it in the list of references (whereby the text taken word-for-word must be put in quotation marks) or express gratitude to the author of elements used in the article;
- guarantee complete and accurate citation of scientific papers used when conducting the research and writing the article;
- make sure that the submitted manuscript is free of criticism or personal remarks referring to authors of previously published papers on similar topics;
- provide reference to financing sources for the paper in the manuscript, and warn about conflict of interest in advance;
- participate in the process of article preparation for publication, providing prompt and adequate responses to reviewers’ recommendations and remarks, and submitting information required for publication.
Authors that submit their paper for publication in the journal confirm that their publication does not breach any of existing copyrights, and guarantee to the editor that potential losses will be compensated should such violations be found. For ease of distribution and implementation of materials utilization policy, authors shall transfer their exclusive property right for the manuscript to the editor, unless agreed otherwise.
2. Reviewers
Peer-review a scientific article is a highly time-consuming and demanding process. The aim of peer-review is to assess how accurately and consistently the material is presented, as well as to make sure that the author follows standards accepted in a particular field or generally in science.
By accepting an article manuscript for peer-review, the reviewer shall:
- keep the manuscript confidential during peer-review. If the reviewer needs advice from a third-party professional, the reviewer must inform the editor;
- inform the editor if, in the reviewer’s opinion, he or she is not sufficiently qualified for peer-review the article or is not capable of providing the review in the specified time period;
- be impartial. The reviewer shall not accept a manuscript for peer-review, if its author or co-author is a person in a close professional or other relationship with the reviewer;
- inform the editor if a conflict of interest exists with the article’s author or co-author and refrain from peer-review the manuscript;
- provide a complete and justified explanation for his or her judgment on the manuscript under peer-review;
- inform the editor of any similarities between the submitted article and materials previously published in any other source;
- to his or her best knowledge, inform the editor if the manuscript contains falsified data, plagiarism or borrowed materials.
3. Editorial Staff
The editorial staff of «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal, in their turn, shall:
- inform authors about receiving the manuscript submitted for consideration within seven days from its reception and ensure qualified reviewing of the manuscript;
- ensure confidentiality of peer-review process, and not disclose detailed information of the paper unless requested by the paper authors;
- forward the reviewer’s recommendations and remarks to the authors in a timely and accurate manner.
- make the final decision to prepare the submitted manuscript for publication or refuse to publish it;
- treat the authors’ opinion and research results with respect;
- respond to authors’ complaints on refused publication of manuscripts in a polite and professional manner;
- follow internal standards on presentation of submitted information and provide appropriate assistance to authors;
- make an impartial judgment on the article and prevent a potential conflict of interest;
- accept an article for publication after the authors have made the required amendments and changes and if they are approved by the reviewer when re-checking the manuscript;
- if submitted materials are not approved for publication, provide a justified explanation for this decision, as well as recommendations to the authors taking into account specific features of the selected topic.
4. Publisher
The publisher shall:
- manage relations between the publisher, editor, and other participants of the contractual relationship;
- respect the right to confidentiality and non-disclosure of personal information (e.g., for authors, reviewers);
- protect intellectual property and copyright;
- facilitate editors independence;
- ensure that journal issues are published on time in cooperation with the editorial staff.
5. Major principles of publication ethics
The editorial staff is always ready to provide necessary explanations for their decision, as well as offer an apology if a compromise between intellectual and ethical regulations is impossible.
If facts of plagiarism, deceit or other facts of unacceptable conduct are found during publication of scientific materials, the journal editors are entitled to impose the following sanctions on the authors:
- refuse to publish the submitted manuscript;
- put a ban on publications in the journal for a certain time period.
The right of making decisions on sanctions rests on the editors in each particular case.
The editorial staff has the right to notify editors of related journals about incidents of violating ethical rules and regulations, as well as give the full names of authors who committed such violations.
All correspondence relating to incidents with violation of ethical regulations shall be kept for three years.

Publication in «Pozharovzryvobezopasnost/Fire and Explosion Safety» is free of charge for the authors.
Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
The editorial board of «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal when considering incoming articles carries out their verification through the native russian-language plagiarism detection software Antiplagiat. In the event of the discovery of numerous illegitimate matching content pieces, editorial staff acts in accordance with COPE rules.
Preprint and postprint Policy
In the process of submitting an article, the author shall confirm that the article has not been published or accepted for publication in another journal.
When citing an article or other material published in the «Pozharovzryvobezopasnost/Fire and Explosion Safety» journal, a reference to the journal is a mandatory (a citing reference can be seen on the title page of the article).
Authors and advertisers shall be responsible for the content of the materials submitted to the editors and their publication in the public media.
