В статье рассказывается о системе комплексной безопасности, создаваемой на предприятиях нефтегазового комплекса России (НГК), которая требует постоянного совершенствования и развития. Переход рассматриваемой системы на новый качественный уровень возможен при развитии комплексного межотраслевого подхода, базирующегося не только на использовании научно-технических достижений в области надежности функционирования физических объектов, но и в разработке новых научных результатов для реализации организационно-технических мероприятий в комплексной безопасности предприятий.</p></sec><sec><title>Цели и задачи</title><p>Цели и задачи. Основная цель данной статьи состоит в улучшении состояния системы комплексной безопасности на предприятиях нефтегазового комплекса России за счет решения задач по рационально-целевому развитию подсистем (промышленной и пожарной безопасности, охраны труда), их перехода на новый качественный уровень развития. Для достижения цели сформулированы 4 задачи, требующие решения.</p></sec><sec><title>Результаты решения задач</title><p>Результаты решения задач. При решении задачи № 1 сделаны выводы:</p><p>При решении задачи № 2 сформулированы понятия для комплексной безопасности, системы комплексной безопасности, рационально-целевого развития системы комплексной безопасности на предприятиях нефтегазового комплекса России.</p><p>При решении задачи № 3 представлена модель, позволяющая сравнивать качественные показатели функционир ования существующей и развиваемой систем комплексной безопасности на предприятиях нефтегазового комплекса России.</p><p>При решении задачи № 4 обосновано и продемонстрировано использование новой рационально-целевой модели развития системы КБ на предприятиях НГК России, а также представлен пример, доказывающий адекватность ее использования.</p></sec><sec><title>Выводы</title><p>Выводы. Применение разработанной рационально-целевой модели развития системы КБ на предприятиях НГК России позволяет на практике решать проблему по снижению ущерба от аварий и пожаров в рассматриваемой системе, т.е. решать проблему, имеющую важное социально-экономическое значение для России.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The article presents a comprehensive security system created at the enterprises of the oil and gas complex of Russia, which requires constant improvement and development. The transition of the system under consideration to a new qualitative level is possible with the development of an integrated intersectoral approach based not only on the use of scientific and technical achievements in the field of reliability of the functioning of physical objects, but also in the development of new scientific results for the implementation of organizational and technical measures in the complex security of enterprises.</p></sec><sec><title>Goals and objectives</title><p>Goals and objectives. The main purpose of the presented article is to improve the state of the integrated safety system at the enterprises of the oil and gas complex of Russia, by solving the tasks of rational and targeted development of subsystems (industrial and fire safety, labor protection), their transition to a new qualitative level of development.</p><p>To achieve the goal, 4 tasks requiring solutions are formulated.</p><p>Results of solving problems.</p></sec><sec><title>When solving problem No</title><p>When solving problem No. 1, conclusions are drawn:</p></sec><sec><title>In solving problem No</title><p>In solving problem No. 2, the formulated concepts for integrated security, integrated security systems, rational and targeted development of the integrated security system at the enterprises of the oil and gas complex of Russia are presented.</p></sec><sec><title>When solving problem No</title><p>When solving problem No. 3, a model is presented that allows comparing the qualitative indicators of the functioning of existing and developing integrated security systems at the enterprises of the oil and gas complex of Russia.</p></sec><sec><title>When solving problem No</title><p>When solving problem No. 4, the use of a new rational-target model of the development of the CB system at the enterprises of the NGK of Russia is justified and demonstrated, and an example is presented that proves the adequacy of its use.</p></sec><sec><title>Conclusions</title><p>Conclusions.
